Rémi already put some blockers in there, like gtk-doc-am-1.32 has this:

!<dev-util/gtk-doc-${GNOME_ORG_PVP}

GNOME_ORG_PVP should equal 1.32 in this case (major and minor number).

I'm guessing you hit this because that blocker is in DEPEND, not RDEPEND
