This is an auto-filled bug because sci-libs/proj fails to compile. The issue was originally discovered on arm64, but it may be reproducible on other arches as well. If you think that a different summary clarifies the issue better, feel free to change it. Attached build log and emerge --info.

This was properly announced in upstream Release Notes of 7.0.0: "The use of the new grid format and the data from the cloud requires that PROJ is build against libtiff and libcurl. Both are optional dependencies to PROJ but it is highly encouraged that the software is build against both." Andrey, that last bump looks like a 1:1 copy of 6.3.0, please make the usual checks on version bumps, even more so on major ones like 6 -> 7.
