Reproducible: Always

Steps to Reproduce:
1. emerge corosync pacemaker
2. create minimal cluster, no resources required
3. start services
Actual Results:  
May 01 14:27:07 m1 cib[171751]:    error: Error in connection setup (/dev/shm/qb-171751-171752-10-SEeELe): Unknown error -1 (-1)
May 01 14:27:07 m1 stonith-ng[171752]:    error: couldn't open file /dev/shm/qb-: No such file or directory (2)
May 01 14:27:07 m1 stonith-ng[171752]:    error: couldn't open file /var/lib/run/: No such file or directory (2)
May 01 14:27:07 m1 stonith-ng[171752]:    error: couldn't open file for mmap: No such file or directory (2)

Services eventually fail.

Expected Results:  
Services should run without errors and function normally.

This is fixed in libqb-1.9.1, which can be created by copying libqb-1.9.0.ebuild exactly and installing. I can't see anything in the ebuild suggest it isn't this simple, but I didn't write the original.
