This is an auto-filled bug because dev-cpp/tclap fails tests. The issue was originally discovered on arm64, but it may be reproducible on other arches as well. Attached build log and emerge --info.

Manually running 'make check' in /var/tmp/portage/dev-cpp/tclap-1.2.2/work/tclap-1.2.2/tests/ seems to pass everything. I recall it failing a few times on various arches but then _suddenly_ working again, so possibly some missing dep.
All tests (tests/test*.sh) run some example tools (../examples/test*) with redirecting its output to identically named file tmp.out, and compare tmp.out with expected output (tests/test*.out). When running tests with parallelization, tmp.out can contain output from different random test. Simple solution is to force -j1 for test suite.
