media-libs/opencv-4.1.2-r3 appears to compile ok but ninja refuses to install

Reproducible: Always

Steps to Reproduce:
1.new install/kde-meta
2.opencv is selected to be installed
3.compiles ok but ninja falls over on subcommand for install
Actual Results:  
opencv is not installed

Expected Results:  
file  installed & continuation of build

I'd guess this is a numpy bug possibly caused by commit 180fa85d7d00 to distutils-r1.eclass, duplicate of bug 717644, tracked in bug 717594.

As noted in 717806 my cpu is playing up,also lynx does not play well bugzilla,it will allow you to upload 1 item but not any more in the same session

Why did you store a single file in a tar archive? Did you know you can simply compress files directly without using tar?

    media-libs/opencv: various fixes
    
     - Explicitly depends on virtual/lapacke to prevent its cmake build scripts from
    implicitly disabling lapack support when it can't find lapacke.h.
    
     - Link with cblas when sci-libs/lapack is supplimented as the default lapack
    implementation.
    
     - examples USE requires contribdnn USE to be enabled to prevent build failure.
