mate-base/mate-panel-1.22.x used dev-libs/wayland for wayland support. Starting with mate-base/mate-panel-1.24.0, wayland support is enabled through an abstraction layer on top of wayland, gui-libs/gtk-layer-shell. Requesting arm and arm64 keywords for gui-libs/gtk-layer-shell so we can continue to offer wayland support for MATE users. Reproducible: Always

Next time in such a situation, please don't mask the USE flag for all versions, when it was all fine for 1.22 due to dev-libs/wayland being there. The mask should have instead been >=mate-base/mate-panel-1.24.0 wayland
