The USE flag is really named after a build system option. https://cs.chromium.org/search/?q=proprietary_codecs+file:.*%5C.gn%7C.*%5C.gni&sq=package:chromium&type=cs Based on that code search, it seems to control codecs for various formats, including H.264, AC3, HEVC, and MPEG2TS. Indeed, MP3 does not appear to be included. I don't really want to keep track of expiring patents, so maybe we should change the description to something more general like "Enable codecs for patent-encumbered audio and video formats".
