You probably already know but FYI: the latest stable dev-python/twisted-19.10.0[soap] depends on this.

I fail to see dependency on soap flag in tornado.

The PyPI version of SOAPpy comes from the repo: https://github.com/kiorky/SOAPpy which is a fork from the original, and looks kinda maintained by 'kiorky'. But I guess SOAPpy itself recommends suds. The suds in Gentoo points to: https://bitbucket.org/jurko/suds/src/default/ And the suds in PyPI points to: https://fedorahosted.org/suds (broken link) Both seem unmaintaned. Meanwhile: https://github.com/suds-community/suds looks maintained. Maybe we want to recommend suds-community instead.
