The problem is actually for Wayland, not X11. That's why I would see it in gui-apps and not x11-misc.
How does this one compares to bemenu? (which is already in the tree and works fine under wayland, although without keywords for whatever reason)
Nevermind, looked at what rofi is and it's significantly different from dmenu/bemenu.
Right now there's this annoying bug (https://todo.sr.ht/~sircmpwn/hg.sr.ht/33) that makes it necessary for each version of wofi to have a live ebuild, so I'd suggest to wait for upstream to fix that first.
