Currently net-vpn/networkmanager-l2tp depends on libreswan, however code can work with either libreswan or strongswan. In the case of Cisco Meraki MX VPNs, libreswan does not work, and strongswan is required instead. Kindly bump ebuild so it can pull in strongswan as alternative to libreswan.
