A quick grep over 1.1.7 didn't reveal anything obvious and at least Arch didn't list it as dependency. opensuse packaging does list it as dependency for hwmixvolume, but Fedora again don't.
Yes, with 1.2.2 also opensuse dropped the pygtk dependency: https://build.opensuse.org/request/show/782533
