SRC_URI is a 404. Upstream released 1.1.12 in 2014 [ref http://silcnet.org/docs/toolkit/ChangeLog ] and does not appear to be in active development. Wikipedia says it was "declining in use" in 2013. For most random packages, bitrot is fine, but this is a supposedly "secure" communication platform that hasn't required an update in 5+ years. So, this package is still used by pidgin and I tested and it still works. You can use the protocol. Had to revert removal for now...
