media-gfx/iscan-3.61.0 fails to compile, maybe an imagemagick upgrade caused an ABI mismatch

There is no such thing as media-gfx/iscan-3.61.0.  That version neither exists in the portage tree or upstream.  So there's nothing for me to do here.

I'm not against fixing bugs but since he's a gentoo developer, he wrote this new ebuild for this new version and he added himself as a maintainer for this package, I think it would be better if bugs related to this version were assigned to him.

Yes my mistake.  I've been maintaining this package for a while.  I wasn't aware of a new version existing since apparently the upstream url changed and I did not bump it.

Since Andreas bumped the package to version 3, he also listed himself as maintainer of this package.  As a result, I agree that proxy maintenance is no longer required for this package.  You can remove me as maintainer as well.

We don't have a mechanism to split maintenance between versions of the same package; please note that dilfridge added himself as some kind of last resort maintainer if I got that right, so it is purely up to you if you want to give up maintenance.

Assuming you would have made the version bump as well at some point by request in bugzilla, I would look at it as work saved rather than breach of territory. The bug is after all not in the ebuild but in upstream sources to fix.

What's a last resort maintainer?  If a gentoo dev is going to bump the package and add himself as maintainer, why would proxy maintenance still be necessary?

I've seen several gentoo bugs appear as a result of this version bump.  They're probably all upstream problems but since I don't anything about this new version and Andreas was the one to bump it, I think he should be the one responsible for the problems associated to it.  Had I bumped this package, I would have tested it first to make sure it compiles properly because it doesn't even compile on my machine.  I would not have committed it if I didn't have a reasonable expectation that it would compile and work.

I suppose I could remain maintainer but it's not nice to bump packages without coordination or testing.  Andreas didn't notify proxy maintenance or me when he bumped this package and somehow now I'm responsible for all the bugs spawned by this.

That's life. ;) I see 3 bugs that aren't duplicates:
- 1 test failure from tinderbox - okay, that happens, not the end of the world
- 1 (fixed) build failure with libjpeg (non-turbo) - almost no one is using this*
- 1 failure with imagemagick-7 - which you won't at all get with 6 or graphicsmagick

* no maintainer can test all the things when they add packages in ~arch. I certainly don't test for libressl, to give one example, and I don't have a full chroot copy to test with libjeg (non-turbo).

So, you shouldn't assume this ebuild wasn't tested just because the particular package set on your machine is reproducing this one.
