HOMEPAGE could be changed to "http://pages.cs.wisc.edu/~ballard/bofh/". Debian hosts a tarball at http://deb.debian.org/debian/pool/main/f/fortunes-bofh-excuses/fortunes-bofh-excuses_1.2.orig.tar.gz and they say that the package is in the public domain.
