iverilog 10.3 was released on 2019-08-17. I was able to compile it on ~amd64 by merely renaming the iverilog-10.3.ebuild from iverilog-10.2 to iverilog-10.3.ebuild (on my local repository). From looking at bug 687080, it looks like a version bump might fix that issue.
