Created attachment 597098 [details, diff] Clarify that files must be distributable. In general-concepts/mirrors there is the following wording: "If you have to host a source file (patch or tarball) yourself, as long as it is suitable to be distributed by Gentoo Foundation (by license and legality), you're suggested to use your developer's space at dev.gentoo.org." This make little sense. It is not enough if a file is distributable by the Gentoo Foundation (e.g., under a special permission). At a minimum, we want such files to be freely distributable by anyone, in order that they can be distributed by Gentoo mirrors. Patch is attached. Please review.
