All of the listed packages include an EULA in share/doc/*/LICENSE.txt. They're definitely NOT GPL, not free and probably should be mirror-restricted.

What alternative do you propose for arm-none-eabi? It is a version from 2014 but as far as I know the latest version. Having a basic toolchain for arm-none-eabi directly in portage is useful, in my case to compile firmware for a keyboard. The license issue could be fixed.
