Upstream seems more than dead.
Sent mail to the (former) upstream list maintainer to clarify.

Found a working source with same checksum at https://alioth-archive.debian.org/releases/spell-norwegian/spell-norwegian/2.0.10/no_NO-pack2-2.0.10.zip

Would indeed suggest https://wiki.gentoo.org/wiki/No_homepage for HOMEPAGE.
