The current upstream release is 1.8.8.  Please bump.

There are two "bower"s: The "package manager for the web" (https://bower.io/) and this mail client. Gentoo only packages the mail client. version 1.8.8 is the current one for the web package manager ;)
But mail-client/bower also has a new version:
https://github.com/wangp/bower/releases/tag/0.11

Thanks for clearing that up.  I'll pass that on to repology admin, hopefully we'll get them split correctly soonish.

I created a pull request for the Bower mail client 0.11, so this bug report was beneficial.
