builtins module exists in Python 3, but not Python 2.
Your build log shows that you use PYTHON_TARGETS="python2_7 python3_6".
Please try with PYTHON_TARGETS="python3_6".
(You might need to set the same PYTHON_TARGETS="python3_6" also for sci-libs/tensorflow-estimator and sci-visualization/tensorboard if you use them.)

Compiling passed with PYTHON_TARGETS="python3_6". If can't fix it, then just disable python2 option, please.

Run into the same issue with make.conf:
PYTHON_TARGETS="python3_6 python2_7"
PYTHON_SINGLE_TARGET="python3_6"

I had to change PYTHON_TARGETS to only python3_6.

alternatively one can set USE="-python_targets_python2_7" for both sci-libs/tensorflow-estimator and sci-libs/tensorflow, i.e. in /etc/portage/package.use...

you're right - i forgot the last one.

But IMHO it's a temporary solution before it gets fixed in the ebuild.

After I emerge --sync today, I got the following which makes me believe changes were done to the portage tree?

nope. It seems the USE flag changes (-python_targets_python2_7 for sci-libs/tensorflow and sci-libs/tensorflow-estimator) on your system were not permanent but gone by now.

I dropped python2_7 from all of tensorflow
