From the ebuilds:

DOCS=( README RELEASE_NOTES TODO ) # ChangeLog is bogus, see git instead

Perhaps that is outdated. In both versions currently available, the RELEASE_NOTES file stopped getting updated after 1.1.0 whereas the ChangeLog file describes new versions before and after the 1.1.0 release.
