I think this license qualifies for @MISC-FREE The relevant points are 2/3, where redistribution of itself and derivative works is permitted as long as you keep the license, copyright and include a brief summary of changes. That said, the Gentoo package hasn't been updated since 2015 and has no revdeps. So maybe it'd be simpler to treeclean it, given there are alternatives with standard licenses.

The license is similar enough to CNRI and PYTHON which are GPL compatible. Huh? Why remove the package? Given that there hasn't been any objection by the licenses team, we can add CNRI-QUIXOTE-2.4 to the MISC-FREE group.

Well, why have you filed this bug for the license team then, in the first place? I've spend some time for reviewing the CNRI-QUIXOTE-2.4 license, only to see now that the package will be dropped for other reasons. So my time was wasted. :(
