The ebuild says freedist, but I cannot find any license info in the package's zipball. There is a copyright notice in the binary saying "Copyright SEGA Enterprises. 1999", which doesn't look like it would be freely distributable. SRC_URI is dead, and all download links at http://www.gc-linux.org/wiki/PSOload are dead. The archived download page on https://web.archive.org/web/20041116015836/http://www.gcdev.com/downloads.shtml has no license info either. So, the ebuild should have LICENSE="all-rights-reserved" and RESTRICT="mirror bindist", but without a working SRC_URI this would be quite pointless. CCing treecleaners.
