There is no COPYING file or similar in the tar ball.

We do not know the author and the origin of the dict.
The website http://download.huzheng.org/Quick/ has no reliable information on licenses. 
One package is even tagged as 
"quick_frank-deu-eng is Commercial, others GPL"
but no license files are present.

There is no reason to believe that we may distribute it properly as GPL.

Besides that:
"The original StarDict project has recently been removed from SourceForge due to copyright infringement reports."

No activity for months. 
We have to last rite the package for legal reasosns, if the license is unclear.

Upstream page mentions the license is GPL: [1]

I'm not 100% sure of this since dictionaries are not software and usually they are generated from some material which may or may not be copyrighted. But usually we do trust upstream claims of the license and it is not our problem if such claims may contain mistakes.

So if there are no objects I'll tag this and other packages from the table at [1] as GPL.

@jstein: There are several app-dicts/stardict-* packages. What was your criterion for singling out stardict-quick-eng-fra but leaving all others alone? Upstream license information appears to be similarly sparse for all of them.

A year ago I was deeper into this topic. Unfortunately I do not remember why I picked this first. But I remember that I did some research on this topic.
However from my notes the situation is very bad for all stardict dictionaries. 

* the database was is one of the stardict databases

* GPL is not usefull for a database (not really critical here)

The original stardict project contained much more dictionaries than on the
http://download.huzheng.org/freedict.de/
So there is no premise to claim licenses mentioned on this page are not valid. Unless someone can provide a strong evidence of course.

That is not a problem: GPL *can* be used for media data, there is nothing wrong with that. But it is not the most convenient license for non-code, that's all.
