HOMEPAGE points to http://makemaker.org which has nothing to do with Perl. (It also points to https://metacpan.org/release/ExtUtils-MakeMaker which should be sufficient.
Evidence indicates it *used* to be valid: https://web.archive.org/web/20040615200702/http://www.makemaker.org/ But I guess the registration lapsed and got taken over.
Thanks for the research. Looking through that archive, it seems the registration expired March, 2015, was parked for a year, used for some blog for a bit, and converted to it's current form in 2017. Fortunately, I think the CPAN link is sufficient by itself.
