app-arch/lbzip2 abuses bug in bzip2 and exceeds 18002 selectors. We have fixed this bug in app-arch/bzip2 via https://gitweb.gentoo.org/repo/gentoo.git/commit/?id=1948811390283ff8e5f122bd9ec68f2e7b907450 which causes decompress failures for bzip2 archives created with lbzip2 when 18002 selectors are exceeded (which is for example the case for our own stage builds). Patch is available.
