Upstream does not know the license of the image. ID licensed some code as GPL, but upstream and I could not find the image there. Upstream does not know of any legal source for the image. The image is required at compile time and upstream refused to remove it from the tar ball. The package has very few users, even upstream was surprised that it is still used by anyone. Distributions with this package: https://repology.org/project/gkrellflynn/versions If you think it should not be removed from the tree, please fix the package so that it gets legal.

I agree that we should remove the package, if we know neither the origin nor the terms of the included artwork. AFAICS, the plugin doesn't add any essential functionality to gkrellm. Looks like it would be easy to replace the graphics by something that is free, but that's a task for upstream.
