As of upstream commit 236ca63419528da1ebfbfe7aabd24a1c3b274437 swaybg is a seperate project. https://github.com/swaywm/sway/commit/236ca63419528da1ebfbfe7aabd24a1c3b274437 Further sway ebuilds and 9999 ebuilds should take this into account. I'm very likely not able to create patches/ebuilds very soon, but opened this in hopes if someone else takes care of this. :)
