xfce4-screensaver shouldn't have a dependency on xscreensaver. It is capable of using xscreensaver hacks (according to its README.md), but it does not require them. In fact, having both installed results in both daemons running by default, and two confusing menu entries with exactly the same icon, name and description for each screensaver. Thanks!
