I had it enabled before. I'm rebuilding my @world with [-wayland] and gnome-settings-daemon refuses to comply.
I can't reproduce this still, and looking at the error, it seems to be an issue in gnome-desktop instead. I think you need to get that rebuilt before gnome-settings-daemon; does that help?
Had the same problem, re-emerging gnome-desktop does solve it (at least for me, that is). Had gnome-light with global wayland support enabled, decided to check on the current status of plasma, thus did the following; 1. Changed system profile from systemd/gnome to systemd/plasma 2. Initiated a global rebuild, there were conflicts with wayland enabled. 3. Decided to removed wayland from make.conf 4. Initiated a new global rebuild, which failed when it reached gnome-settings-daemon. 5. Initiated a rebuild of gnome-desktop. 6. Initiated a new global rebuild, which successfully finished.
Re-building gnome-desktop didn't help. I still hit this error.

Sorry, different one. ../gnome-settings-daemon-3.28.1/plugins/common/gsd-device-manager-udev.c:27:10: fatal error: gdk/gdkwayland.h: No such file or directory #include <gdk/gdkwayland.h> ^~~~~~~~~~~~~~~~~~ compilation terminated.
I see, that's a different problem. Looks like upstream assumes udev gets enabled only for wayland builds or something. This wasn't the case in 3.26.2, where the compilation of these sources was dependent on wayland choice. I'll fix it up in 3.28.1 soon, but still unsure if anything to do for the original bug report here.
gnome-desktop has some build conditionals for using gdk-wayland. It's rather small code for which it seems excessive to patch it to not be automagical (and thus we don't have a IUSE=wayland on it even yet). We assume wayland as a global setting really, and having to handle per-package USE=wayland choice differences and a change from wayland to non-wayland is rather more trouble than maybe worth. I'm going to ignore the gnome-desktop issue for now, though not sure if to keep the bug open or not. For gnome-settings-daemon-3.28 I'm going to push a fix in a moment.
