In the part Installing Gentoo Handbook part 7.b, it s claimed : 

"If you are performing a network-less install your kernel choices will be limited to those provided on the CD. For the 2004.2 release those are: 

gentoo-sources 
vanilla-sources 
gentoo-dev-sources 
development-sources 

Choose your kernel source and install it using emerge. "

Which CD : neither 2004.2 athlon-xp stage3 or universal x86 livecd ?
How to install from a CD : Is emerge required or a simple cp is enough ?
Which procedure to apply to emerge from a CD ?

The following files are in the distfiles directory of the 2004.2 x86 universal CD

You should have copied them (and other files) as decribed at

Please run emerge -pf to list the files emerge wants if this does not solve your problem.

The one you're booted from, i.e. the Universal LiveCD. It's the only CD you can use if you're doing a network-less installation. This is mentioned in the installation instructions.
