css-parser-1.0.4.ebuild

Here is the new package dev-python/css-parser-1.0.4. It is required for app-text/calibre >= 3.37.0. I used the dev-python/cssutils-1.0.2.ebuild as a basis, because css-parser is a fork of cssutils.
