glep-0076: Clarify that there can be more than one copyright notice.

Following today's council meeting, it was noticed that some (non-ebuild) files may require more than one copyright notice, especially if such notices were already in place when importing the file.

See attached patch for clarification.

I believe that this qualifies as an editorial change, and I'll commit it in one week from now, unless there are objections (in which case I would ask for a council vote in this bug).

I consider the current version (that can be read as disallowing multiple notices) in effect and ebuild files containing multiple notices a violation of it. As such, a change should be preceded by Gentoo package repository policy tightening to keep disallowing multiple notices there, or a clear choice to not do so and officially allow copyright notices potentially taking more visual space than the actual content.
I don't see a problem in amending things to allow multiple notices for other use cases, such as C source files.

As I see it, the issue of bug 670702 is not so much about single vs multiple notices, but about "Gentoo Authors" vs a notice explicitly listing some entity. In other words, we don't want ebuilds with anything else than a simplified notice in the tree.

IMHO the policy for the Gentoo repo (as accepted in the 2018-10-24 Council meeting) should be sufficient for that:

The simplified form of the copyright attribution according to GLEP 76 [1], i.e., "Copyright YEARS Gentoo Authors", SHOULD [2] be used for ebuilds and profile files in the Gentoo repository.

    For example, CC-BY-SA-4.0 and FDL-1.3 both require that previous
    copyright notices are left intact. Also it is not entirely clear if
    and how the DMCA (17 U.S. Code §1202) applies to works released under
    a free software license.
    
    No update of version number because this is an editorial change.
