HOMEPAGE= in scikits_optimization points to "http://projects.scipy.org/scipy/scikits" which gives 404 in an attempt to access it. Correct HOMEPAGE="https://www.scipy.org/scikits.html" for the combined scikits page. In fact, it looks like upstream has reorganized scikits packages (and there are way more modules than what is in the tree). I suppose it could make sense to rethink packaging of scikits modules in-tree to follow at some point (I know firsthand, time/free devs are very limited, just a suggestion. But the present situation is very far from matching upstream structure..)
