Please consider to add a patch for this 4.13.x bug in xfce4-session, that is already fixed in upstream:
https://github.com/xfce-mirror/xfce4-session/commit/3bddf152b902d8a1e0f674b792577b2cca635c4b

Otherwise build fails due to looking for dbus headers that are not given in include directories.

Could add emerge --info later. Should not be neccessary since it's not related to my config (known and fixed bug in upstream)

Maybe related to systemd?
I had this reproducable on 2 following system installs, both with the systemd profile.

Something I should/could test? There's no pressure for me on that, since the patch from that upstream commit fixes my build problem, but I want to help.

Hmm, maybe dbus paths are added implicitly through pkg-config deps for me. I'll try to find a way to reproduce it today's evening, or just merge it if I can't.

Ok, I see that it goes through other packages indeed.  However, I do really wonder how you managed a system without those deps.  Are you using Wayland maybe?  Because FWICS x11-libs/gtk+[X] is going to pull dbus implicitly.

    xfce-base/xfce4-session: Fix relying on implicit dbus header paths
    
    Backport an upstream patch removing unnecessary use of dbus headers.
    This causes the package to implicitly rely on dbus include paths being
    added by pkg-config, and causes build failure in the rare case when
    xfce4-session dependencies do not require dbus.
