grub-install --target=x86_64-efi --efi-directory=/boot/efi
fails with following error:
"Could not prepare Boot variable: No such file or directory"
although /boot/efi mounted correctly and is vfat filesystem

downgrading to sys-libs/efivar-35 resolves the issue, and grub-install runs correctly and system boots ok.

which information i need to provide for further investigation of this bug?

Thank you for the report. Please recompile and 
*attach* the logfiles as described on
https://wiki.gentoo.org/wiki/Attach_the_logs_to_the_bug_ticket
The logs must be part of the ticket, but not on external websites.
We need to have all information at hand before ticket assignment, so that the maintainer can look after it in one session with minimal number of callbacks.
Please reopen this ticket (Status:unconfirmed) afterwards.

Which logs exactly do you need? evifar complies without any error, only when i run it. On logs where is nothing at all when running it:

gentoo ~ # grub-install --target=x86_64-efi --efi-directory=/boot/efi

I've had the same issue. I fixed by installing from upstream master branch.

Currently there is no sys-libs/efivar-9999 in the Gentoo repository.

    sys-libs/efivar: Drop version 36
    
    I wasted a ton of time today trying to make my computer boot, and the
    culprit was a regression in efivar-36. Not happy that this broken
    version was left in tree.
