On my x86 host where I do stabilization I run into a problem after emerging =sys-apps/portage-2.3.49:

It looks like FEATURES=test or at least USE=test is enabled for all packages causing corresponding problems.

I am using portage-2.3.40-r1. System is up to date and 'clean', e.g. `emerge --ask --depclean` says 'no packages selected for removal' and when I try to update world, there's nothing to merge:

> # emerge --ask --verbose --update --deep --tree --with-bdeps=y --newrepo --keep-going=y --backtrack=1000 --newuse world
>

I now keyword =sys-apps/portage-2.3.49 and upgrade (test suite passes).

When I run the same 'update world' command again I'll now get an error:

When I set USE=tcl for sys-libs/db the next problem appears:
