Don't close it because you don't understand it. Fix the comment. It is obvious from what I included that it's self-contradictory. It's meaningless as documentation this way.
I can not see any real bug or problem there. Besides that please read https://wiki.gentoo.org/wiki/Bugzilla/Guide and add the full package name in the summary next time. Please do not reopen this ticket again.
The package is "genkernel". The file is /etc/genkernel.conf. The problem might only be obvious to a native English speaker, but in short, it's confusing, because it says two conflicting things, and the user has to actually experiment to understand the actual behaviour. Please don't close this again. Leave it for a native English speaker, and please consider removing yourself from the ticket so someone else can pick it up. Remove your ego from the equation. This is better for Gentoo.
