The rpc.quotad daemon pegs a cpu at 100% when using tirpc. This has been reported and resolved in RHEL/FC: https://bugzilla.redhat.com/show_bug.cgi?id=1575956 Is it possible to include the patch in the Gentoo build.
I can confirm this bug, but it is in version 4.04-r1.
