bcache-tools are the userspace tools required for bcache, not bcachefs.
I can confirm that this description is incorrect. Bcache and bcachefs are rather different things, though from the same original author. For one thing, bcachefs is a filesystem, and bcache is not. Bcache creates and manages a block device. As such, putting bcache-tools in sys-fs is dubious; it would seem to fit better in sys-apps. But I suppose it's no more surprising than LVM2 being in sys-fs... In any case, removing those two characters "fs" from the description could save someone a lot of confusion.
