The original homepage is listed as http://recode.progiciels-bpi.ca/ but is not responding anymore. Github repo is https://github.com/pinard/Recode but the authors hasn't commited anything since 2014. https://github.com/rrthomas/recode seems like a maintained fork and has fixed most open issues on the original repo (including #594444) and has released a 3.17. Perhaps we should move to this one?
