There should be per-profile (arch specific) package.use.force for the architecture CPU target, just like there already is for sys-devel/clang and sys-devel/llvm - just a third one for all of these. Of course system llvm should ideally be used instead of bundled, but alas, we can at least avoid building unnecessary llvm targets for bundled llvm in rust and save a lot of time meanwhile.
