Adding 644814 as a blocker for arm@. arm should probably package.use.stable.mask mesa's llvm USE flag.

If you plan to mask llvm useflag, can you please consider to mask it only for the 13.0 profile? llvm/clang:5 work fine when CHOST is changed to upcoming armv*-unknown-linux-gnueabihf
