Attempting to change runlevels (or reboot) after upgrading to sysvinit-2.89 fails.

amd64-openrc ~ # reboot

The system is going down for reboot NOW! (console) (Fri Mar 30 13:05:48 2018)

shutdown: /run/initctl: No such file or directory
init: /run/initctl: No such file or directory
