Looks like pwquality.pc has Libs.private: -lcrack, but the ebuild does not depend on sys-libs/cracklib[static-libs].

You can resolve the build failure by enabling static-libs on sys-libs/cracklib. The only ebuild change that would be made here would be to add a dependency in dev-libs/libpwquality to enforce this.
