Milan's patch does the trick for me. 

Anyhow i think all gentoo packages would need these autotools things, or maintenance will be hell, right?

For those with patch failing: apply it to _ebuild_ file itself, not the ragel source.  I have just edited ragel-7.0.0.10-r1.ebuild by hand and `ebuild clean digest`ed it, and it works fine here.
