Bug for new version app-backup/amanda-3.5.1 PR already exists at: https://github.com/gentoo/gentoo/pull/6433 3.5.1 brings new permissions for some binaries, so to me it seems that the function "amanda_permissions_fix()" in the ebuild has to be overhauled. Trying to do so now, but help is welcome.
