Created attachment 505872 [details, diff] Document current practice for distfile names. This came up during the discussion of GLEP 74 "Full-tree verification using Manifest files" where it was noticed that there seems to be no written-down policy about naming of distfiles. I have added this to general-concepts/tree, after the rules for in-tree files. Please speak up if you think that there is a better place.
