GLEP 10 does not include any license information at all.

Can this be distributed under the Creative Commons Attribution-ShareAlike (CC-BY-SA) license, version 3.0?

Tobias has agreed that GLEP 20 can be distibuted under CC-BY-SA-3.0, with e-mail to glep@gentoo.org:

Actually, the initial version of GLEP 10 authored by swift had been placed in the public domain. That copyright footer got lost with dertobi123's updates:

With the original version in the public domain, and Tobias's agreement to distribute his contributions under CC-BY-SA-3.0, I believe that we could simply add our standard CC-BY-SA-3.0 license footer.

    placed in the public domain. (That notice got lost with dertobi123's

    Tobias Scherbaum has agreed on 2017-10-03 that his modifications can
    be distributed under CC-BY-SA-3.0, with e-mail to glep@gentoo.org:

Typo in the commit message, the date should read 2017-11-03.
