On my box, Plasma / System Settings -> Online Accounts has the heading:

Configure your internet accounts such as Google, Live, Owncloud

But when I click on Create, there is no option to set-up nextcloud nor for owncloud.

Found out by chance today. owncloud accounts had originally been part of kaccounts-providers, but was moved into kaccounts-mobile which has never made it to a release upstream. And there is no commit activity since the beginning of 2016.

This patch for kaccounts-providers-17.08.3 restores ownCloud to the list of accounts.

One should rather raise the question upstream about why those are disabled.

I doubt you'd get a meaningful answer, since there has been no substantive development of kaccounts for a year or more:
